Operational Strategy and Plan Development
41South has worked alongside the NZTA team to help develop, write and socialise a number of operational strategies and plans. These have included NZTA's National Traffic Operations Strategy, Traffic Operations Plan and Highway and Network Operations (HNO) Directions Document providing a link between NZTA's long term outcomes and objectives and the State Highway Asset Management Plan (SHAMP).
Network Outcomes Contract
41South were engaged to provide assistance with the development of the newly released single supplier model for road maintenance activities. From an early involvement with the development of the tender process this led on to support with the development of the national base documentation for the Statement of Interest and Ability and Request for Tender documentation.
Contract Management Reviews
& Lesson Learnt Reviews
41South manage all Contract Management and Lesson Learnt Reviews of professional services and physical works contracts for maintenance and construction contracts for NZTA. We undertake around 20 reviews per year with a focus on ensuring NZTA are getting good value from existing contracts and actively learning from experience and feeding this information back into the improvements process.
Asset Management Plan for
Steel Viaducts and Trusses
41South were engaged by KiwiRail to assist pulling together an asset management plan for their steel viaducts and truss structures (44 in total). This was required to assist in the prioritisation of physical works, improve financial forecasting and support improvements to asset management processes across the KiwiRail Group.
41South have provided project management delivery support for a number of KiwiRail structures projects across NZ. This has included:
- Bridge 3 Main South Line – fast track design and construction project to replace the existing structure following damage in the Christchurch earthquakes.
- Auckland Structures Programme
- Makatote Viaduct
Consultant's Rates Review
A review of rates used by consultants appointed on a sole source basis across Auckland Council's Stormwater business unit. The review delivered significant savings and consistency across suppliers demonstrating increased value for money. This process also removed the need to negotiate rates on each sole source commission.
Operational Transition Support
Working closely with the Stormwater Operations team, we provided transition support for the new stormwater maintenance contracts in the southern Auckland region as well as developing and rolling out a simple but effective performance framework.
Mount William Dam Alliance
Solid Energy New Zealand
Tasked to establish and facilitate the development of an Alliance contract model for the design and construction of the Mount William Dam ($30M). This involved working with Solid Energy to broker the Alliance agreement with suppliers and to achieve process and cultural alignment with all parties during the interim and permanent Alliance stages. Key services provided included risk management, KRA/KPI development, TOC review, commercial management, programme development, financial management, establishing project reporting systems and provision of Alliance mentoring for project staff.
Joint Transport Operations
As part of NZTA's one network initiative, the Wellington regional office have been working with Wellington City Council to establish a Joint Traffic Operations Centre. 41South were engaged to assist project manage the process and bring the NZTA and WCC teams together in a shared working environment.
Wellington Active Traffic
This project extends Wellington's ability to actively manage the urban network to ease congestion and improve journey efficiency and reliability, particularly between Ngauranga Gorge and Aotea Quay. We provided initial scoping/constructability reviews, prepared contract documents and managed the tender process to engage an ECI supplier. We are the Principal's Advisor and act as Engineers Representative for the project which is under construction and expected to be completed in early 2016.
Alliance Leadership Team -
ARMA was an Alliance between Leighton Contractors, Blacktop Construction, MWH and Auckland Transport which provided integrated road maintenance solutions to Auckland's CBD. 41South acted as independent Chair to the Alliance Leadership Team leading development of an annual Target Outturn Cost (TOC), Risk Management Process, Performance Management Framework and process to establish painshare / gainshare.
